Terms of Service

By accessing or using MekongTunnel ("the Service"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service.

1. Acceptance of Terms

These Terms of Service ("Terms") govern your access to and use of the MekongTunnel tunneling service, CLI tools, website, and related services (collectively, "the Service"), operated by Ing Muyleang / KhmerStack ("we", "us", "our").

By creating an account or using the Service in any way, you confirm that you are at least 13 years old and have read, understood, and agreed to these Terms.

2. Permitted Use

You may use the Service to:

  • Expose localhost ports to the internet for development and testing purposes
  • Share local services temporarily with collaborators
  • Test webhooks and integrations with external services
  • Run development servers during the software development lifecycle

3. Prohibited Use

You must not use the Service to:

  • Host or distribute malware, viruses, ransomware, or any malicious software
  • Conduct phishing attacks, spam campaigns, or social engineering
  • Distribute illegal content including CSAM or pirated material
  • Run DDoS attacks, port scanners, or network reconnaissance tools against third parties
  • Scrape, crawl, or harvest data from third-party services without permission
  • Circumvent geo-restrictions or sanctions
  • Violate any applicable local, national, or international law or regulation
  • Impersonate MekongTunnel or any other organization
  • Resell or sublicense tunnel access without written consent

We reserve the right to terminate access immediately and without notice for any violation of these rules.

4. Account Responsibilities

  • You are responsible for maintaining the security of your API tokens and credentials.
  • Do not share your API tokens publicly (e.g., in public GitHub repos).
  • You are responsible for all activity that occurs under your account.
  • Notify us immediately at ing@mekongtunnel.dev if you suspect unauthorized access.

5. Service Availability

The Service is provided on a best-effort basis. We do not guarantee:

  • 100% uptime or uninterrupted availability
  • That tunnels will remain active indefinitely
  • Specific throughput, latency, or bandwidth levels (beyond plan limits)

We may perform maintenance, upgrades, or emergency shutdowns with or without notice.

6. Plans, Billing, and Refunds

  • Free plans are provided at no cost with the limits described on the Pricing page.
  • Paid plans are billed monthly or annually as selected at checkout.
  • Payments are processed securely via Stripe.
  • Refunds are available within 7 days of a new subscription if the Service did not function as described.
  • Downgrades take effect at the end of the current billing period.
  • We reserve the right to change pricing with 30 days' notice.

7. Data and Content

  • You retain ownership of all data transmitted through your tunnels.
  • We do not inspect, log, or store the content of your tunnel traffic beyond operational metadata (request counts, bytes transferred, timestamps).
  • We may terminate tunnels that trigger automated abuse detection systems.

8. Intellectual Property

The MekongTunnel name, logo, CLI tools, server software, and documentation are the property of Ing Muyleang / KhmerStack. The core server is open-source under the MIT License — see the GitHub repository (opens in a new tab) for details.

9. Disclaimer of Warranties

THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED. TO THE MAXIMUM EXTENT PERMITTED BY LAW, WE DISCLAIM ALL WARRANTIES INCLUDING FITNESS FOR A PARTICULAR PURPOSE AND NON-INFRINGEMENT.

10. Limitation of Liability

IN NO EVENT SHALL MEKONGTUNNEL OR ING MUYLEANG BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING OUT OF YOUR USE OF THE SERVICE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

11. Governing Law

These Terms are governed by the laws of Cambodia. Disputes shall be resolved in the courts of Phnom Penh, Cambodia.

12. Changes to Terms

We may update these Terms at any time. Continued use of the Service after changes constitutes acceptance of the new Terms. For material changes, we will notify registered users by email.
